Route 138 is one of the few trans-Rhode Island routes. This one services the southern part of the state. The expressway section of Route 138 was originally to be extended westward to I-95 as part of the second plan for I-895, which would have provided freeway access from I-95 to Newport, Middletown, Portsmouth, and into Warren on the Mount Hope Bridge. From Warren, it would've followed the
